Is this a rooster???!!! :(

Hi yall,

So my son rescued a young stray chicken... It's been about 4 weeks since it has joined our flock. The last 2 days, it jumps on top of my silkie in what appears to breed?! does it have rooster characters?

It only attacks/jumps on my white silkie. I have other ladies that the new chicken doesn't even bother with.

Is it truly a rooster? I'm not allowed to have roosters in my neighborhood but hens are ok.

Yea it is a rooster you can tell by the combs
