My 2 babies are dropping and wasting more food then they are eating. Please help with suggestions on how to not waste so much food. I have tried the raised feeders.

Have you tried fermenting or at least wetting their food? Once my 3 pullets were eating a “glop” form (fermented) of the same feed, there’s barely any waste. (This is very easy when there are just a few birds.)
 
At 8 weeks old, they may be ready to change to small pelleted feed. I'm a big fan of the Kalmbach Flock Maker 20%. The pellets are small and easy for littles to pick up but way less wasteful than chick crumbles. The feed is also high protein and you can continue to feed this for the rest of their lives. Safe for roosters too. Just provide oyster shell on the side in a separate dish once they get closer to laying age.
