I don't know if they are illegal to keep either; however, I do know that the borrowing owl is endangered. So, helping it stay alive to be released back into the wild beats the illegal/legal issue!

couldn't have said it better myself! It is probably Illegal, but i would definitely say that the priority here to keep the animal alive ans safe until it is strong and healthy enough to be returned home.

You have to have permits and license etc... to keep raptors...God help you if you get caught with a caged WILD raptor.....ESPECIALLY if you don't know enough to tell if it's on the "Protected" list. Bad news....Let him go as soon as possible.
