Australorps Development

I have a question about my Australorp pullet in the pic with my Buff. Her comb is not developing like her sisters with it being pretty small and still really pink. In the second pic is her with another of my Austras in comparison how red their’s is. They’re 16 weeks.
I’m curious if this is just her developing slower than her sisters or is she not going to be laying hen/is something wrong?

They can develop at different rates even if they are the same breed and sex. Just like with people, one sister might start puberty at 10 and another sister might not start until 12.

My OEs are in the same boat, their combs are taking forever to come in. They just started really growing in the last week and they're both around 21 weeks old now. She just needs more time!
