Hi.
I've just joined so sorry if this is an age old question.... humour me! I am very new to chicken ownership and I love my ladies very much. I have had them since August last year and the two in question were on point of lay when we collected them.
I have 6 hens in all, 2 cream legbar, 2 Rhodes rock, 1 copper comet and a little bantam.
The two Rhodes rocks moulted their vent feathers at the same time, in winter. As none of my other girls lost any feathers, I didn't worry about mites etc. Just thought it was a Rhodes rock thing- but one has partially grown back some feathers, the other not at all. It's been at least 3 months now.
They're a happy little flock, no squabbling. A good diet of organic layer pellets and corn in afternoon. Plenty of space to roam and scratch around. They continue to lay eggs regularly...
Any ideas why the feathers aren't growing back?
Thank you in advance.

Do you have any pictures? It sounds like the others may be picking out their feathers and eating them. If they were just starting to lay last August, they shouldn’t be molting yet. What are they eating? How much room do they have? Are they getting outside to free range daily?

This is their temp home. We had to keep in covered space due to avian flu warning but we've relented abd let them out. Their feather fell out before being moved.
Poos are solid....no issues.

It does look like feather picking. Watch the ones who don’t have feather loss, since one of those may be doing it. Having some things to climb on and explore may help them if they are bored. Some people use pinless peepers on the one doing the feather picking, since it prevents them from aiming. Spend time watching to see if they are doing this on the roost or are sitting around. Here is some reading about pinless peepers:

Thank you so much. Will try and work garden near where they are tomorrow and keep close eye. It's just strange as the most bald one seems to be the boldest. But one of the cream legbars is twice the size of her and top of pecking order... so you are likely right.
Re boredom...they have lots of platforms and space... but maybe its not enough
Really appreciate your time- thanks again :)
