Black star? Hen or roo?

From everything we've read, this should be a Black Star hen but....'she's' been mounting the hens the last few days pretty aggressively. No cock-a-doodling yet but he/she is still fairly young (4-5 months). We can't have roosters in our area, so we hope to know sooner rather than later so we aren't breaking any ordinances. Can anyone tell from the pictures? Thanks in advance!
 
Thanks, I wouldn't mind if she had been an EE but I don't want her to turn out to be a Roo! Actually I wouldn't mind one Roo but the hubby is not too keen on that idea! Neither are the neighbors!
 
um, yeah I can't really tell since the tail is down, but in the second picture the tail and back feathers looked like rooster feathers
 
Oh boy, a surprise for the husband! lol He knows less about chickens than I do so he won't know until he hears crowing! Haha. Besides he's becoming attached to them, by the time he figures it out he won't want to get rid of it either!
