BPR Rooster or Hen?

Is this BPR a Rooster or a Hen? I cannot tell. Age is 15 weeks and no crowing.

He's definitely a cockerel. Most cockerels begin crowing from 4-5 months, but occasionally are much slower crowing. On rare occasions, a cockerel will be almost a year old before he begins crowing.
