Let me start this off by saying, this is the third time I've had a bird with this over salivating problem. First time back in September of 2020, she ended up passing December 6th, she was treated with de-wormer, antibiotics, and some anti-fugal remedies. (she died before I was able to get any real anti final medication.) Second time around January of this year, she died April 3rd. They first present with mild over salivating, which progresses into head shaking, beak rubbing, gaping, and the like. They can't get food down well or breathe great because of how thick the saliva gets. I have tried everything to cure it or learn more about it, but in the end they seem to die of starvation, dehydration, or just exhaustion. (It is not contagious.) Hercules is a 3 year old barred rock rooster. He started with mild over salivating around September. He's lost pretty much all the weight he can lose, he has a good appetite, drinking well, but he's still so sick. He's extremely lethargic, he has been just sitting around all day for about a week now, he's only really active when he knows I have eggs for him. I went to let everyone out this morning and do my morning check ins and noticed his entire face was swollen. (chops, comb, everything.) I immediately brought him inside to warm him up and keep an eye on him. The swelling seems to have gone down a bit, but I have no idea what caused it. He's never had any problems like this before either. He seems different from the other times, he has a very foul smell from his face/beak. First thought is obviously sour crop, however, his crop is fine. He has been de-wormed, given supplements, Ive started to try Voriconazole since I had it on hand and im hoping it helps in some way, maybe I should try a different type of antibiotics? They have never worked. I have done hours of research on this and I am stumped. Again.
Ive thought about this for so long now, what am I missing? there has to be something that's causing this. The only thing that's been the same all throughout this issue, is this one cow. I don't own the cows, they just live near/in my barn. Ive tried speaking to the owner and they refuse to get rid of them or get the one treated. He has heavy breathing, lots of snot and blood in his nose and has for awhile. It may be completely unrelated but id figure id mention it incase someone knew ANYTHING.
I am desperate at this point to cure whatever he has. Maybe I missed something. If anyone has any ideas, suggests, anything, I would greatly appreciate it.

not contagious, he has no lesions in his mouth or throat, main symptom is over salivating but he's recently gotten a foul smell and a swollen face. He's been de-wormed, given antibiotics, and anti-fugal medication. I have no vets who will see him.
The swelling is more obvious under his eye, but its definitely there.
