Feathers are being eaten?

This is Luna. She's 2 years old. What could explain the condition of her feathers? Is she being bullied during the night? During the day, we haven't seen any aggression from the rest of the flock. None of the other hens are showing anything like this.

What other breeds to you have and what are you feeding? Everything they consume. The crude protein percentage of the feed. The mill date on the bag of feed. Everything else you feed them.
 
We have 3 Easter Eggers, 1 RIR and 2 Leghorns.
They eat:
- Nutrena 16% crumbles from their feeder
- A small cup of Black Soldier fly larva scattered about the yard to start the morning
- A small cup of cracked seed laced w/probiotics scattered about the yard at noon
- Some Nutrena scratch grain before sunset.
- And, of course, worms and bugs from the yard

Don't know the mill date, but the store we buy from has a high rate of turnover, so we assume it to be fresh.

Actually, the feathers don't look that bad to me but I have no point of reference.
Chicken behavior happens all day and not always when someone is watching.
Chicken feathers are about 92% protein so a diet deficient in protein is usually the first thought when feather eating is suspected.
My recommendation is to eliminate the scratch and seeds for the time being. The soldier fly larvae are good protein but 16% is just adequate for laying eggs but the seeds and grains are 8-10% protein.
that means that every bite will diminish the overall intake.
You can return to the current regimen if things improve. It is really easy to feed more scratch than one realizes.
If I had to guess, I would suspect the RIR is the culprit.
