If the chooks made their home with you and he didn't say anything until now I would think they're yours now due to his neglect of them.
@featherhead007 I agree with this. Plus you are out time and feed for their care. Is he going to reimburse you for that? I also understand you probably do not want conflict with your neighbor. Is he asking you to return them to him?

He hasn’t personally contacted me. He was talking to my yard guy who is mowing. Yard guy explained the conversation to me in detail.

Well, I hope that is where it stops.

The cost of chicks vs the cost of raising said chicks is not even remotely comparable and that is without taking into account emotional attachments.

If he had said something much much sooner perhaps he would have had a leg to stand on but now??? Nope

My neighbour that doesn't care about cats, bought this beautiful kennel that is now next to Olivers kennel.

He's got the tiny one outside his front door under his porch roof
