I currently have a male pekin and female muscovy, and the female is SO aggressive towards me and my male and draws blood, so we are looking to rehome. I have found indian runner ducks, but should I get a male or female to go with my male pekin? My male pekin has shown zero signs of aggression and he was a duckling in april.

I'm sorry your Muscovy is acting hateful, I have 3 Muscvy females left that are 13 years old and 2 of them I have to keep separated from the others because they are hateful to them. And the drakes won't leave them alone.

Since Pekins are large and Runners aren't maybe you should consider another breed for your females. A heavy Pekin drake could injure a Runner female. Rouens, Appleyards are on the large side. Also you should consider more than one female drakes can be overly sexual and can cause injury during mating the ratio should be 3 and up females to each drake more if you have room. If getting more drakes an all drake flock can work if there is plenty of room for the drakes to stay away from each other if needed.
If you can find another Pekin drake [and this time of year it shouldn't be hard] One close to the same age as the one you have now would be good instead of bringing a mature drake and him possibly wanting to mate with your Pekin.
Here is a list of duck breeds that might help you decide

My mom will only let me have 2 ducks, nothing more, and the male pekin hasnt shown any signs of aggression and hasnt even bit back at my female muscovy. The only seller I found nearby to trade my muscovy away with was runner ducks. If I were to get a runner duck should I get a male or female for the male pekin?

Like Miss Lydia said, a female Runner is too small for a male Pekin. She would be crushed during mating. Even if you got a larger breed, 1 female is not enough for 1 male. She would be over-mated and stressed all the time.

2 males may fight sometimes, but also may not. My neighbor has 2 male Pekins who are best buddies.

If you want minimal fighting, get 2 females.

I’m actually surprised your female Muscovy is so aggressive, but to be fair, I don’t have Muscovy ducks.
My mallard-derived female ducks have all been so sweet.

Wow.. Perhaps I won’t get female Muscovy right now, then  I love my flock as is. Maybe in the future.
They definitely have personality. I adore them, but in limited space, I'd be nervous. Thankfully mine don't show a lot of aggression, but the ducks do learn that if they stand too close when drinking, the scovies will bite at them
