Take your pick. The UN has stated that they plan to have biometrics on every human being.

It is known that DNA data has been sold to the Chinese and some suspect that they are trying to use this data to (attempt to) create diseases that will not infect the Han race.

The United States government wants cradle to grave tracking and they're working through the education system to collect data, including biometrics.

More and more online companies are using freely provided biometrics. If it's free, you are the product. As far as I know no one is actively selling this data, but their "right" to do so is implicit in their terms of service.

It's always either control or profit, and the lines often cross.
