is my chicken too cold?

If it's windy, they will find places out of the wind, if that means staying inside the coop, that's what they will do.

I don't add heat to my coop, I do put up wind blocking (plastic) on the run so they will be more comfortable moving about outside within the run.

when should i interfere with them being outside? my general rule is that if it’s 20 degrees or lower with lots of wind, they stay in their coop. and when i do let them out, should i bring them into the coop if they get all fluffed up sitting in the corner? their combs aren’t big— only the roosters comb is big and his comb has been getting cold. i want my chickens to be able to play outside and be safe from the cold.

You decide when you interfere. They are yours and you can do as you want. You are watching yours, I am not. My goals, experience, set-up, weather, and flock are different from yours. I'm comfortable giving mine the option to do as they want, they have managed so far. You are obviously not that comfortable with it. You are seeing things that worry you. You need to base your actions on what you see, not what some stranger like me over the internet tells you that he sees with his.

Unhealthy chickens are susceptible to cold, more than healthy ones. In some of your posts you have worried that yours are not healthy. I don't know how healthy yours are.

Molting chickens can typically handle pretty cold temperatures. When some chickens are molting you can't tell it by looking at them, they keep a full covering of feathers, just look a little ragged. Others lose lots of feathers fast and can have some pretty big bare spots. How many feathers they have lost and whether or not they have bare spots could affect how well they can handle cold. Molting chickens typically being able to handle pretty cold conditions might depend on the chicken.

I can't tell you when you have to interfere or when it is safe not to. I can tell you what works for me.

ok, i’ve gotten a photo of her droppings. i’ve been trying to catch her pooping for like an hour today, and i finally was able to take a photo
it’s more green in real life, i don’t know why it looks so dark in the photo. it’s pretty smelly too, smellier than their usual poop. it’s very goopy.

That looks like Cecal poop which is stinky and sticky. Looks pretty normal to me.
