Is this a molt?

Is this just a molt? We have no roosters, all the girls are in a very large, enclosed space. Super clean coop and feathers, no signs of mites or bugs. They’re about 12 months old. Cold and rainy here in the Northeast.

Yes, my young hen, even though it isn't molting season yet (which is in the Fall), is molting right where your chicken is molting by the base of the tail. I'm not really sure if it is molting or if the rooster is doing damage when he is mating.
