Looking for help on changing town ordinances

I just need to provide him with good information on how he can convince the other town councilmen to vote in an ordinance change.

I live in NC also and although I've not fought to overturn a chicken ordinance- I have fought other things with the government and won.

The #1 thing you need to find out before you start your fight is WHY in the first place the ordinance is there. Sometimes that reason is ridiculous- it may have been passed because literally one guy had 1000 chickens on an acre. Or, maybe someone had a rooster next to the mayor in 1920 and he had enough of it. But it could be in place because you live in a wild bird protection or mating area (which much on Coastal NC is) and they're trying to limit avian diseases.

If it is more along the lines of the first ones- you'll have a pretty easy fight if you just go ahead and make a stand at the town hall. You're not asking for a lot here. Be reasonable with the ask- for instance a good rule of thumb would be to copy other similar asks- probably limit Roosters and the number of hens based on proper size (AKA stay in line with what they have, but you want a modification).

You'll also have a much better success if you ask to modify an existing ordinance rather than repeal it. You could easily change the language to include what they have but then add "with the exceptions of" XYZ.
