Mama hen heat pad method

Hello! I set up my mama heating pad to get ready for my chicks. My heating pad is one someone else suggested in this group & I have it set on medium. I have a question. Near the bottom of the tunnel is only 74 degrees F (pictured). When I temp the upper portion, it's more like 88-89 (pictured). Is this okay? Is medium the right setting in this case or does it need to be higher?

How far off the ground is the heating pad? Newborn chicks need about 95F, then you can go down in five degree increments every week. Maybe for the first week, have it on high (if that's the next setting up), then keep it on medium until you think they're ready for low.
