most spectacularlly colored chicken?

If i was going off the cuteness factor I'd say a silkie. Those little chickens are adorable.

I hate tp say it but in my opinion there are no "pure" breeds that are spactacularly colored. I like mixed breeds and easter eggers because they can be any color. Well there are seramas too but most of their patterns are known about. With mixes you can have black, red, gold, white, brown, and many other colors on the same bird with lots of patterns like spangled, laced, mottled, barred, pencilled and all that.

I think my polka dot Spitzhaubens are spectacularily colored.

Also speckled Sussex:

And blue/wheaten Ameraucana;

Remember the roosters usually have the most vibrant colors in some varieties.
