You can lightly coat it with coconut oil and put it back in the incubator. He doesn't look ready to hatch yet. I see a lot of veins that should have been absorbed.

Here's an article that explains:

https://www.backyardchickens.com/articles/guide-to-assisted-hatching-for-all-poultry.72886/

Presuming you meant Serama eggs, it should have hatched a few days ago. Did you have others hatch on Day 21 and this is your only late one?
This is the only 1 that was viable out of 3 from that week... I'm getting a bit worried because it's not moving as much but maybe resting? The veins look a little more thinned but still very red... I've lost 4 others that were laid the week prior to this 1, I have done the coconut oil and regulated the humidity a bit so it's closer to high 60% low 70 %

I would get a separate thermometer/hygrometer to double-check your incubator settings. The vast majority of incubators are not accurate, but close enough that people can still hatch using them. It's just that it could be what's causing problems for you, so I'd double-check to be sure.

I would keep the humidity to 70% or close to it. Yes, it's probably resting. In that article, it mentions how to use a tweezers and pick at the egg shell to make it larger, but at this point, I'd let the poor thing rest for a few hours before trying anything with it.

It's usually safe to intercede if it's been 24 hours since the first pip and they are NOT making any attempt to go further. If they are, we leave them do it themselves, so hopefully this one shows some progress soon!

This is today...inner membrane was a little dry this morning so I re coated with a lite coat of coconut oil movement looks great reacting when chirped at but at not started to try and pip the inner membrane...what now

Keep the humidity high as in 70%.

I don't understand why that's looking like that on day 26. You should be seeing feathers. Those veins look red to me, so they are still not absorbed or dried up. I'd be very scared of picking at it as those veins you see, if torn, would cause the chick to bleed out. He shouldn't have those at this stage.

Did you say you were chirping or it was chirping? Can you see its head at all?

Humidity is at 70% i do see feathers they are just white and possibly some black on the head i can't really tell placement is funky... this egg went in the week of Dec 23rd at this time we had just gotten our incubator so it just got a 1 on it as in they were week 1 eggs going on to the incubator...I was chirping to the chick i have yet to hear any chirping from it

It looks shrink wrapped. It isn't going to hatch on it's own at this point.
