Just a heads up, I found out today that in Oklahoma you don't need a permit for domesticated breeds of quail such as Texas A&M.

Look at the dept of wildlife. I found it by googling the keywords bobwhite quail permit oklahomI can't find info online for Oklahoma, I might just be searching the wrong things. I want to get 7-8 maximum Japanese quail. I was told when I went to buy feed that I need a permit, but I can't find ANY info on the wildlife and land management website for Oklahoma.
I'm almost 100% sure that in OK and in the US you don't need a permit unless you are raising gambels, bobwhites, blue scaled, California valley, and mountain quail. Courtnix/ Japanese quail are treated like chickens.The best way to attain accurate info is to call your state fish and game office.
