Oh yeah, I think it’s a broodiness issue, I’ve had similar problems when my pigeons nested in a bad place or got kicked off the nest

Maybe Biff keeps kicking them out of the nest (I think he doesn't like the assumed male and he harries the female a lot but sees her more as something to bully than a competitor) so she just keeps going there to lay eggs but doesn't want to stay in there.
