I’m feeding the ranch pro game bird starter from Atwoods. It is 28% protein. My 12 day old chicks love it. When they get old enough to start laying eggs, should I stick with this high protein feed and add in bits of egg shells or should I get some of the layer crumble and mix in with this feed?

I wouldn't feed 28% protein to game bird breeders. 18 to 20 percent is sufficient. Protein requirements vary dramatically through life. From that 28 to 32% for new hatchlings. down to 12% maintenance feed for adults. Several manufacturers make a game bird breeder feed.
You could perhaps mix your feed with grain as a possibility but the problem with that is they wouldn't have the minerals they need.
I'd suggest the Kalmbach, Mazuri or Purina brands. Make sure it is freshly milled. Some stores will hold onto less popular feeds way beyond their useful life.
Check the guaranteed analysis tag on your feed and compare it to the guaranteed analysis of one or more of the breeder feeds.

Will those feeds you mentioned carry enough calcium?
