If they're pecking each other's feathers, generally the top two causes are overcrowding and lack of protein.
As others said they should grow those back, and a higher protein, like the 20% all-flock helps that. You just have to provide oyster shells in a separate bowl/feeder as all-flock is lower on calcium.
