Rust removal?

I was given some chicken cages, and would love to use them for inside cages for my ducklings until they are old enough to live outside, and also for inside use in case of thunderstorms and such (this is Alabama and its spring, that's very often). After scrubbing, pressure washing, etc, there is some really stubborn rust that doesn't want to come off. Is there a way to get rid of it, or a safe kind of Rustolem spray paint or something that might cover it up and adhere to the metal?
 
The large one is still assembled (obviously the tray inside is going in the trash!) the smaller one is taken apart, hope ththe pics help, though

A wire brush would work, but it's going to be a lot of work. They make a liquid that gets painted directly over rust and supposedly stops the process. You can then paint over top of the rust.
