I just wanted to follow up on this to let everyone know the outcome. It was indeed frostbite, and after keeping him inside a few days with Neosporin on his wattles and crown, he eventually was restless enough that I let him back outside. Thanks to a warm spell, I was able to free the door to the coop to keep him and the rest of them inside, not letting them out for a few days until it warmed up again.
The tips of his wattles turned white and eventually healed without any infection or other issues. I did put Neosporin on them once more when he was outside. Thanks for the help, it was very reassuring!
