Underdeveloped hen: cull or not?

I received a tiny (15g) egg today. It looks like the other bielefelder’s typical egg (speckled) but unusually sized. Do you think she could have finally laid?!

Definitely possible. Or it could be a "fairy egg" from one of the hens that has been laying longer.

The next few days will probably answer the question: either egg production goes back to normal, or you get more small eggs but they are increasing in size.
 
She might just be in need of a thorough deworming as internal parasites can deprive a bird of important nutrients causing stunted growth and the bird losing confidence as lack of vitamin B (which is what worms thrive on) leads to all kinds of neurological symptoms.

Try deworming and then feed her some additional vitamin B complex to help her get back on track.
