I have read that black roosters produce black chicks and red roosters produce chicks the color of the hen? Is that true? I have a Polish x Ameraucana cockerel. When I hatch his offspring next year, will they most likely be black?

Depending on the hens he covers, his offspring will vary. He is impure for extended black, therefore only half his offspring will get 'black' from him, with the others getting whatever the second e-series is; I can't tell which, but from the lack of excessive leakage, it's not Wheaten. If you do know his parentage that would clarify. He also appears to have lacing genes.
Both parents give their genetics to the offspring; there are a few genes that are sex-linked, but for the most part, it all depends on what each parent has and what they pass on. A black cockerel showing any red whatsoever is impure for extended black, so half of his offspring with a not-black hen will also be not-black.
