What does TLC Mean?

You know when you hear someone say, "They just need a little TLC," what does that mean? I've heard people say "tender loving care" and "touch, love, and comfort." Is it interchangable? What do you think it means? (And no, it doesn't mean "The Learning Channel." LOL.)
