Why is my baby cochin not growing?

I got her from feed store last week- they get their chicks from Privett Hatchery. She's about 1 1/2 week old, but still all fuzz. My RIR chick is double her size and has the feathers already (same age). Is this just a slow developer? Is there anything I can do? Thanks!

It's probably a bantam, so it will be smaller, how is it acting, that's more important as for judging if it's doing okay, is it eating and drinking, running, sleeping, and pooping correctly. Bantam cochins roosters feather out a lot slower than hens, so you could have a rooster.

Oh I hope I don't have another roo! She was supposed to be sexed from the hatchery, and a replacement for the 3 roos I just rehomed. She is eating and active, though very skittish. She gets that pasty butt every morning too. She is very tiny- so maybe I did get a bantam. Thank u
 
Hopefully it's not a rooster than, I find that pasty butt can be caused by being too warm, so maybe lowering the temperature a bit could help, I usually start my brooder temperature at 85 degrees, it's adorable, hopefully she does fine.
