Why would HOA place a FAKE duck into a pond?

I live in a very large golf course gated community and just realized a duck that I thought was real turns out it's FAKE! LOL. This whole time I used to wonder why that duck NEVER moves and is always in the exact same spot in the water. I realized it's a fake but very realistic looking duck when I started seeing birds landing on top of it. Then I was like... OMG I knew it... it ain't real!

I can only assume HOA placed the fake realistic looking duck into the pond... why could that be? To deter ducks? Thanks!

LMAO!! :D Too funny :) Don't worry it's not the duck I'm concerened about haha ;) I mean I was concerned about that duck when a category 4 hurricane almost struck here... but after the hurricane I saw that duck was still there in one piece and I was like "OMG that duck STILL has not moved!??" LOL

PS: Tomorrow I will take pic of the fake duck for you guys :)
 
My parents spend the winter in Florida, one year they stayed in a mobile home park there was a house on the way in with 2 fake Canadian geese. Every day someone would move them, sometimes into the median of the road, or someone else's yard!
