Getting rid of the roosters isn't going to fix your problem
I can put the grey chicken back into the bigger coop and then when Roxanne heals up she can go back too. The grey one doesn’t get picked on by the others. The roosters can go to my friends farm and be free range roosters.

If by the Grey hen you mean the one that has a totally bare backside, then unfortunately, yes she does, otherwise she wouldn't look like that. Once chickens learn to eat the growing feathers, they continue doing it. In this scenario, the roosters are of least concern
 
So other than separating her completely and permanently I should do what?

You don't need to separate her permanently, only until her feathers grow out again. And you can do what I said, put her in a large dog crate inside the main coop so she can't be touched by any of the other birds and she can still see other chickens around
