My duckling can’t see and his eyes are covered with something brown?

This duck was born about a day ago along with two others. He somehow can’t really see though. His eyes have this weird brown substance. Is this an eye infection?

It's hard to see... However to me it looks like his third eyelid is dehydrated.
Could you try to gently wash this part with clean water and a cottonswab? (take water from the tap, cook it and let it cool off)
