2 sapphire gems, roo or pullet?

At the moment, I have 2 sapphire gems. I was told they were both pullets, but one has far less feathers, but are supposed to be the same age. Also stand more like a roo a lot of the time. The both are lacking on the tail bit, but they are 3 weeks old now. Even if one is a roo, I'm keeping him as I live out in the country and I would love to be able to hatch some chicks next

Both pullets! As Sapphire gems are an autosexing breed, both males and female look different from each other.
Females are dark gray, typically with dark feet. Males are light gray with a white spot on their head, and I believe they always have yellow legs.
Don't worry 'bout the large comb and wattles; since SG hens have floppy combs they grow them in fast:D

And I have no idea what the parents were of these 2. The light Grey one I know is a pullet, just the darker one has me confused a bit I guess.

The roos can be hard to determine because some look like pullets and have the same color feathers when grown .My Sapphire hen looks like the one on the right and didn't change in looks as she grew up.The hens carry their head low to the ground like the one in the picture on the right.The males are usually darker
 
They're a sex link hybrid and don't breed true.The roosters all look different so photos are difficult to find. I bought 6 pullets at rural king 3 years ago and they're wonderful birds .They lay a nice large egg and are very docile. I only kept one to use as a broody hen because I feared predators would eat them all.They aren't predator savvy and can't fly well due to their size. As you can see in the pictures all the roosters can vary in looks but most look like the 1st 2 photos.The 3rd photo shows a rooster that only has dark feathers on its neck which makes them very difficult to sex while young (solid colors and darker necks)

The chick along the back wall has the stance of a male,has typical slow feather growth of a male and is dark as well.(male) The females lean forward and carry their heads almost level with their backs(I call them low riders lol)
