5 week old runt chick with pasty butt?

I have a 5 week old chick with a very poopy butt and what appears to be poop stuck in the vent, is this pasty butt or something else? It just pooped 5 mins ago so it’s not contained constipated it seems
What should I do? I’m trying to clean it off but the chick keeps jumping away

I tried soaking the butt but I think the problem might be not than just poop clog? Here’s a better picture
It's hard to tell what's going on there, the picture is blurry.
Can you get someone to hold him and take a picture?

If it's stuck on poop or the vent is clogged, giving a soaking may help loosen it up. You can also apply a little coconut or mineral oil to the vent area to see if that makes a difference.

What is the chick eating?
Does he have grit (crushed granite)?
 
The chick is eating regular chick crumble, I can add some shells for grit
I’ll trying to get a better pic when I can, the vent is slightly raised and reddish
I’m not sure if there’s poop there or if it’s just dirty skin lumps?

There really shouldn't be skin lumps there.

Are you in the UK? If not, then shells are not grit. You want Crushed Granite Grit.
