These birds are 14-15 weeks old, from tractor supply. They were supposed to be sapphire gem pullets, but I am questioning a couple. The dark one on the left and the one with orange hackles. I believe they are all pullets, but the one with the orange hackles is larger, and is getting a more pronounced comb and wattles. Also, the legs are thicker and are more yellow. What do y'all think?

The dark one looks like a Sapphire Gem, she's just a darker shade of blue than the others. The gold one could be a production blue, or maybe a colored egger, since they can come in all colors and quite often have greenish legs. They're all pullets though, for sure.

In your 3rd pic, the one on the right looks like a sapphire gem. The one with the colored head feathers might be a blue coppered Maran or Maran mix (hatchery quality). But, I'm not familiar with the breed. Just when I saw it, thought Maran. The darker one could definitely be a sapphire gem as well. Both of mine look like your lighter one though.

I've been looking at pics and I agree about the blue copper maran, I guess the eggs will be darker than the SGs so we will have to see, thank you!

Would there be feathers on the legs or feet?

The standard is supposed to be feathered, but hatchery stock often do not have feathered feet or very few feathers.

We have a Sapphire Gem rooster who is about 16 weeks old and has started getting the copper colored feathers. We got him from TS. He is supposed to be a Sapphire but now am wondering about that.
