I think we were talking about battery hand warmers in here...those that have them, do you think if a waterer was set on them, it wouldn't freeze?

Not if the hand warmers I have are anything to go by. They give out enough heat to warm the hands but not enough to stop water freezing unless it's a very very small cup full. The ones I have last about six hours on the lowest setting. They're fine for purpose but not as a water heater.

How about for a brooder when the power is out?
Trying to justify them by being good for a couple tasks

If you can’t make an e-wire to the coop, a small independent solar panel (complete) with battery , combined with a water warmer (12V) is a great solution.
Costs a bit of course. Small ones cost around € 200.
Such sets are mainly sold for campers and boats.

One and a half hours today. It's still chilly but the wind has dropped to below 20mph which is reasonable for the field.

I think you'll have to accept they are good for what they say on the tin, if that, and not much else.

I have a snugglesafe heat pad, several UK chicken keepers use them to stand waterers on & are happy with them. I haven’t used mine yet so can’t comment. https://www.snugglesafe.co.uk/shop/snugglesafe-pet-heatpads/ Link is full of that bigging up their products that manufacturers do . Apparently there’s a US distributor but I reckon there must be other options there. Cheaper than battery handwarmers but if you have some anyway it may be worth a shot but not sure they’d provide enough heat or last very long

Maybe you need a smart and sturdy construction? Or, if the turkeys are fenced 24/7, put the installation outside the fence.

Our neigbours with the mini pig put their installation outside the fence. They use it to for shock/electric wire to keep the pig inside the fence.

Turkeys sleep in the trees and are very unruly. I know a person who's wife said get rid of theirs when they scratched up her shiny car. They fight their reflection.
