Silkies head feathers missing

So I have 3 silkies in a pen and one other odd ball bantam, over the winter two of them started loosing there head feathers its now almost spring and they still haven't gotten any regrowth im thinking it's just the other silkie that still has it's head feathers that's beating them up, just looking for opinions.

Looks like the bird with good feathers has been doing some bullying/asserting dominance.
This also looks like problems we've had due to an aggressive rooster that would pull out feathers while mating.
I would try giving them some extra protein in their diet so they can grow back the feathers and watching them often to see if it's just the pecking order or active bullying. I would try separating the aggressor if you see it actively bullying and chasing because I wouldn't want it to escalate to the point where the other birds are bleeding or injured.
 
I have used some diatomaceous earth in the coop, the odd part is we have 3rd silkie in perfect condition, it happened in the middle of winter, I'm not sure what is safe to put on there heads.
Diotomaeceous Earth is not effective and can actually cause skin and respiratory issues for you and them. I'd recommend stopping that
