Agreed - only those who need the remedial teaching should have to take the test.But I would like to see them all learn basic skills (like arithmetic and reading.) At some levels of learning, it does make sense to be sure everyone masters it before moving on to the next skill (especially if the next one builds on this one: like recognizing numbers before you learn addition, or mastering addition before going on to multiplication.)
I have no idea what level the test in that story was, so I can't say whether this would apply there. And I do think that if a kid gets it perfect, it makes sense to let him skip the retake (logical reward for actually knowing the materia

Yup - easy to put up a pasture which is fenced and lined with a couple of strands of electric fencing. I love electric fencingTheir only real option at that point would be a livestock guardian dog, but they are expensive to obtain, maintain and train. Honestly if all one has are chickens a LGD is probably overkill as a predator proof coop and run will be cheaper and more effective
