Icloud is for apple things. She's using an android. Different ecosystems.

Would it be an app on my phone?

It sounds like iCloud photos is only for Apple products, and Google photos is for both Android and Apple products. I didn't even know I had photos being saved either place though, that's why I thought it was worth a shot. I logged in via my computer.

Google photos and iCloud photos show up looking like darn near the same thing.

Pryor Mountain wild horses, picture was taken from quite a ways off. Shortly after this they moved into the trees.
Elevation was just over 7000 feet.
