Will quails eat poisonous plants in a large enclosure?

Ok so I plan to put quite a few quails on an all enclosed garden of mine. It's basically an aviary, but without birds. I've heard that parsley, eggplant, and onion is poisonous for quails, but I've also heard that they won't eat the plants if they aren't starving. The plants are in separate raised beds, so it's not super easy for the quail to access them. Since we are getting them from chicks and theylle need a way to access these beds, I was going to build ramps or steps for them. So I just not build steps for those particular beds?

On another note, are any of the following toxic to quails, as were growing them in the garden as well? Thanks!
Chilli
Sweet potato
Fennel
Tomato
Strawberry
Onion chives
Strawberry
Borage
Sweet rocket
Lettuce
Sage
Mint
Bell pepper
Carrots
Basil
Purple Basil
And we plan to grow coriander and more fruit soon (but not cherries as of now)
 
I hate to admit this but I seem to have my birds around a long list of poisonous no no's....my greenhouse has pretty much everything it shouldn't have. I suspect I've been very lucky, my birds are all living very long lives....but I have some serious cleaning out to do before spring! Thanks as always for the info guys!
