DE won't cure any active infestation. It MAY help limit new infestations from happening but it won't cure one.
For leg mites soak the legs in a warm epsom salt bath, scrub gently with a soft toothbrush, pat dry then slather in vasaline. You will need to treat every day or two to smother the mites. Everyone in the coop will need checked and treated.
Legs take a Looooong time to get looking better. The scales will likely remain raised for months.
