    I was going to suggest it was a rooster pulling on her crest while mating. But I read ahead and saw you have no roos.. Also, from the really blurry photo, I could see the problem is in the front of the crest and not in the back where that mainly happens. You can't show her in that condition...

    You don't have to bathe all of them. But DO dust all of them with Sevin dust. On their necks, backs, under wings and around the vent. Do each bird and you should be good to go! Check again in 2-3 weeks and dust again at that time. :) HYSTERICAL!!!
